The Independent Adjudicator and Chief Executive

Judy Clements OBE took up the post of Independent Adjudicator and Chief Executive of the Office of the Independent Adjudicator for Higher Education (OIA) in April 2016.

Judy has over 25 years’ experience in the public sector. Prior to her current role she served for five years as The Adjudicator for Her Majesty’s Revenue and Customs, the Valuation Office Agency and The Insolvency Service in April 2009.  Before then she was a Director at the Independent Police Complaints Commission (IPCC).  She spent four years at HM Prison Service as Head of Diversity and Equality.

Judy was a Member of the Home Secretary’s Lawrence Steering Group. A former Chief Executive of Birmingham Partnership for Change 1995-1999, Judy was also Chair of The Diana Princess of Wales NHS Children’s Hospital Trust in Birmingham (1997-1999).

Judy is a member of the Women in Public Policy, Whitehall network. She is a former Trustee of Turning Point, one of the UK’s leading social care charities, and until recently was Non-Executive Deputy Chair of Barnardo’s UK children’s charity, having been a Trustee for nine years. She is an independent adviser to Victim Support’s Equality, Diversity and Inclusion Committee and is a member of the British Film Classification Appeals Board. In addition, Judy is a governor for two independent schools.

Felicity joined the OIA in 2004, and became a Deputy Adjudicator in 2009. She is a member of the Senior Leadership Team and the Casework Quality Group, having responsibility for legal claims against the OIA, including judicial review, and oversight of the work of the Case-handling staff. Felicity was called to the Bar in 1992 and, after some years in private practice, moved to the Banking Ombudsman as an adjudicator. She transferred to the Financial Ombudsman Service in 2001, where she worked as a Casework Manager.

Chief Operating Officer and Company Secretary

Ben joined the OIA as its first Chief Operating Officer in September 2008. He combines the role with that of Company Secretary. Ben is a member of the Senior Leadership Team with key responsibility for organisational planning, finance and people management. He was closely involved in preparations in the expansion of the OIA Scheme in September 2015 to include all providers of higher education. Before joining the OIA Ben spent 15 years working with students, for the last 10 years as Chief Executive of Reading University Students' Union, and before that at the Students' Unions at Winchester, King's College London and South Bank Universities and as National Secretary of NUS.
